公共政策是公共权力机关经由政治过程所选择和制定的为解决公共问题、达成公共目标、以实现公共利益的方案，是对社会利益的权威性分配，集中反映了社会利益，从而决定了公共政策必须反映大多数人的利益才能使其具有合法性。
